When we turn to discuss something (the focus) we also rely upon a Foundation upon which to build our perspective.
That is a well observed pattern. It is a common suggestion in philosophy that we set up ontology when we speak. Proposing something, sets up something else.
Now Focus and Foundation must never overlap. This is the result of Godel's Theorems and discussed at length with SRH. If they overlap we get incompleteness (or inconsistence) which then implies a larger foundation.
So when we discuss language for example, we are putting the whole of language in the spot light. So what is our foundation?
This is interesting obviously because what is set up cannot be spoken about.
This pattern is truly profound!
